| The German MoD's 1985 White Paper notes that "research into and the further technological development" of "novel charges" is a focal point of research and technology in which "a high military requirement coincides with a high German technological standard". In addition, the White Paper notes that the Federal Republic of Germany holds a leading position internationally; research and technology activities in this area are thus particulary appropriate. For the ammunition expert, these statements include the so-called projectile-forming charges: these are charge arrangements in which the detonation of an explosive forms a coherent, high kinetic energy projectile (EFP, explosively-formed projectile) from a metal liner.
